Jpeg (.jpg) File Format - Simple Encode and Decoder (Robust)

Extension of previous versions - however, this version of the decoder has used a large number of asserts and sanity checks to identify errors and help confirm value ranges of what should be expected at every crucial point in the code.  If an error does occur - either due to corruption or human error in writing the code it enables bugs and mistakes to be identified with little or no work.  Time is costly, so being able to identify the problem and place immediately is crucial.
